Thursday, September 17, 2009 Omaha World-Herald Cigar smokers got a step closer Wednesday to enjoying their stogies in specially licensed bars. The Nebraska Liquor Control Commission members approved rules and regulations to carry out a new state law that exempts cigar bars from the statewide public smoking ban. The law took effect Aug. 30 but no cigar bar licenses can be issued until the rules get the OK from the governor and attorney general. Commissioners rejected a plea from Big John's Billiards to delay action. The Omaha pool hall has gone to court arguing that exemptions to the smoking ban are arbitrary and amount to special legislation in violation of the Nebraska Constitution. The case is pending in Lancaster County District Court. In addition to cigar bars, the smoking ban exempts tobacco shops, some hotel rooms, laboratories used for research on smoking and home-based businesses. http://www.omaha.com/article/20090917/NEWS01/909179998
